ELOT 1435 Certification of Management Adequacy for Communication Services Companies

The ELOT 1435 standard "Communication services – Requirements for providers" was approved is on 26 June 2009 as a Hellenic standardby the competent ELOT committee with representatives of the Hellenic Association of Advertising & Communication Agencies (EDEE), the Hellenic Federation of Enterprises (SEV), the the Communication Institute, the General Secretariat of Communication and the Ministry of Development.

The development of the ELOT 1435 standard arose from the need to define the conditions and and terms for awarding communication services including advertising services, to private or public enterprises, by contracting Authorities, bodies of the State and the wider public sector.

The publication of the standard aims at ensuring the management adequacy of communication agencies and, by extension, the quality of the advertising promotion of the State and the wider public sector in print and electronic media.

More specifically, the ELOT 1435 standard contains the criteria for the certification of companies providing communication services.

Communication services are understood as the activities of organizing, preparing and announcing to the public, by any means or medium, the goods or services provided by bodies of the State and the wider public sector, as well as the promotion of their activities in general.

These services are defined in Presidential Decree 261/1997 where they are referred to as "advertising and other related activities".

This standard was published in accordance with the Regulation on the drafting and and publication of Hellenic standards and and specifications and in application of Law 3688/2008 (Government Gazette 163/A/5 August 2008) and specifically Article 12, paragraph 3.

In Law 3688/2008 it is provided that contractors of advertising services to bodies of the State and the wider public sector will be required to apply the requirements of the standard drawn up by ELOT for the provision of advertising services and to hold a relevant certificate of conformity from Certification Bodies accredited for this purpose.
